NET30 Terms?

I'm trying to figure out how to set up NET30 terms where we'll send an invoice on specific products after it's delivered. Effectively, we're going to accept pre-orders on an item and then manufacturer only after we have a specific number of orders hit. We don't want customers to have to pay in advance.

Any ideas how to set this functionality up would be great.
