Hi,

I'm trying to figure out how to make a new customer welcome discount automatically add in checkout.

I've got Shopify email and forms.

I'm noticing some customers don't add the code when it's manual.

There are a few ways you can do this: Function API or JavaScript that applies the discount code via AJAX call.

Partners can deploy automatic discounts via custom apps. You can also search in the App Store for automatic discounts.
