No 'Sumbit for Review' button on 'Protected customer data access' page

Hello Everyone,

I am currently building out a Shopify Application, but have got rejected because I don't have access to Protected customer data access. In the instructions, https://shopify.dev/docs/apps/store/data-protection/protected-customer-data#requirements, we are supposed to request access by filling out some questions on what we are going to use the data for. After we save the information on the application, we are supposed to submit with the 'Submit for Review' button. But, this button is nowhere to be found. Attatched is a screenshot of what this webpage looks like for us (it only says draft with no ability to submit for a review).

We have the same problem. My request is still in draft mode and I don't see any button to submit it. Did you solve it somehow? thx

At the time we submitted, we actually didn't need it. I think it's changed
though, so I'm not sure now.
