Order Resource - No customer first or last name

Hello, 

We have an app that uses the Order API to pull details about a customer's order. 

For some reason the response doesn't contain the customer first_name and last_name. Everything else is there like the customer id etc. 

We have a local version of the app that is separate to the live application and when querying the orders api it does indeed return the customer first and last name.

The live app does have "Protected customer data access" and other resources do contain the first and last name.

The only difference i can see is our local app has "read_all_orders" approved. Although i have never granted that scope on my local test stores. 

Do these two scopes relate to one another. For example if we have "read_all_orders" approved on our live app will the first and last name be returned within the response?
