PDF Editable Tool for Web

I’ve tried various NPM packages in React but couldn’t find a suitable solution. I’ve also explored services like 1) Apryse and 2) Adobe However, these options are too costly for me.

• I need a functionality where each user on my portal has a PDF stored on the server. When a user opens the PDF, they should be able to edit it.
• There should be a save option, and when the user clicks it, the edited PDF should be saved to the same URL. When the user reopens the PDF, they should be able to see and modify their previous edits.
• The PDF should also be password-protected. Additionally, the user should not be able to download the PDF.
• I want this to be implemented in React.

If you have any solution or idea that can help me achieve this at an affordable price or through open-source tools, please share it.
