Persistent Popup with Acknowledgement

I'm looking for a popup that I can use to notify people that the store is closed for the week and their orders will ship the following week.

I need for it to be such that people cannot do anything on the store until they have acknowledged that they have read the popup and agree to the delay.

Are there any apps out there that will do this?
