Policy violation when attempting to register as a partner

I would like to develop some liquid code for my store and it looks like the best way to do that is to get access to the shopify dev site and CLI tools.

When I do this I am taken to start a partner account (I assume this is the only way?!?) and when signing up I get an error "We’ve detected a policy violation with the information you provided.".

Am I holding it wrong ?
