Pre Purchase Cross Sell For A Specific Item That Gives The Guest Free Shipping

HI,

I'm looking for advice on how to do something in my store. I want to offer a specific item to guests pre-purchase when they add something to their cart. If they purchase the item we are suggesting I would like to give the guest free shipping. 

Perhaps an app can help me with this?
