The reference theme have hard coded the custom options. No app is used >> 

If you are looking to add this in your store it can be done via custom code rather then going for an app. Here is another example of hard coded the same thing: https://laque-nails.com/products/starter-set-bundle-1

The referenced URL does not show any app being used. instead, they have developed a custom solution in Vue.js.

For product Options, I can suggest an app called InkyBay - Product Customizer Software for Shopify . Through this app, you can offer different types of options on the product page like color swatches. The style will not be exactly the same as your reference one. You will get 21 days of free trial to explore this app.
