Question about app submission for custom app

Potentially dumb question but if my app that I am developing is only for one merchant, would this app still need to be reviewed by Shopify?

For context, this is an embedded app.

No review is necessary for custom distribution. Please follow these steps to make app as custom distribution :

Navigate to App Backend.
Select Distribution.
Choose Custom Distribution.
Add the Store Name.
