Re. Custom payment gateway shopify allow to publish in app store?

Hello Team Shopify,

Would be grateful for having your assistance over my query, as I am a Shopify Approved Partner and planning to Develop and Launch the Shopify App on the Shopify Market specifically developed for Our Payment Gateway, precisely providing services in Kuwait & Other middle east countries. So, it would be great if you can help me out with the Eligibility Criteria and Other Requirements to Develop such Payments App on Shopify.

After creating app will approve the shopify?
if shopify not approve the app then give me reason why its not approve?
