I do not see an access scope for it or a button on the app setup page.
I'm developing a public app targeting API 2022-10. It is not published yet. I need access to the API in order to develop the portions which use protected customer data.

...The Partner Dashboard is updated to enable configuration of apps and requests for access to protected customer data.
This may be taken to mean that it will not be possible to request this functionality until that time.
