Requiring insurance purchasing for international customers

Is there a way to require purchase of insurance for international customers?

Shopify's alleged included insurance is actually a lie and when you try and claim, they pass the buck by sending you to the carrier and if it's First Class USPS, they don't cover or even try and locate packages even though Shopify makes false claims that the order is covered. Another dirtbag move on Shopify's part.
