Retroactively gifting products based on tags – App recommendations?

I want to add a free gift to certain orders based on the order tags. I can't do this with Shopify flows, because the action in the flow "Add order line item" doesn't discount the item that was added to the cart.

Are there any Shopify apps that can retro-actively add an item to the order and discount it 100% based on the order tags?

Well it should be possible in flow but just requiring some custom api calls in there.

• In the iCart dashboard, go to Campaigns or Upsell Offers.
• Click Create New Campaign or Add New Offer.
• Choose Order Tags as the condition for your free gift offer.
• Specify the tags that should trigger the free gift. For example, VIP, HolidaySpecial, etc.
• Ensure that the tag conditions match those you use in your orders.
• Select the product you want to offer as a free gift.
• Add it to the offer configuration.
• Set the discount to 100% to make it free.
• In the discount settings, select Apply Discount.
• Set the discount value to 100% for the chosen gift item.
