Select the nearest major town from a predefined list based on user's postcode

Hi all,

I am looking to build a shopify solution that provides 3 main services with the price of each determined by the main town nearest to the customer. My ideal is that customers will enter their postcode and the system will lookup the nearest town (from a predefined list of towns) and then depending on which town is chosen, present the shopper with prices for those 3 services. 

Can anyone advise an app/plugin/solution to help with this? I see there are plenty of postcode checkers, but none I've seen so far will link these to a town and then set the prices accordingly.
