Set up website like EBAY

I was interested in setting up a bidding website, I was asking in to see if Shopify would allow for a website like EBAY or TradeMe too allow users to put there products on my website?

Any have any apps that could be useful.

• make an offer
• potential installment payment option for higher prices with added conv fee plus interest and/or higher price 
• follow this item 
• ask questions about product 
• reserve this item for in-store pickup (make non ref deposit to reserve until x date / time 
• sign up fir newsletter 
• work on web plus POS 

is this doable at reasonable price and easy admin via Shopify admin etc
