SHOP app availability for non-shopify customers

Curious to if the SHOP app is limited to shopify customers only. We are looking into its super exciting features but unaware if we can somehow utilise the app similarly to existing non-shopify customers.

A single app for a customer to view all orders from several stores is great and we'd love to be a part of that. In our research we found that Amazon still somehow uses the SHOP app to provide tracking aswell as popular fashion store Shein. As far as I'm aware these retailers are not powered by Shopify but they still somehow take advantage of the "one-for-all" app SHOP offers.

Does anyone have any idea to how this is. It may be that there is an underlying deal between these large companies for the usage of SHOP without being a Shopify customer.
