Shopify Functions cannot find Checkout Rule on Settings section

I already follow all the step here

But when I want to follow the Step 3 Activate the cart and checkout validation

I cannot find the Checkout Rule option on my Setting > Checkout section.

I'm using the App that still on development, haven't up to App Market, and testing it on my dev store. I also make sure that my dev store is Checkout extensibility.

I also already install the app on my dev store and the function already deployed and active on my app, but still I cannot find the Checkout Rule option on Setting > Checkout.

Is there something I might be wrong on setup on it?

Step 3 for Settings -> Checkout is done in your store admin https://admin.shopify.com/store/your-store/settings/checkout and then checkout rules is all the way at the bottom.
