I would like to find a way to add a popup notifcation to our store when someone adds a backordered item to their cart - that way they for sure see that the item is on backorder and has a longer lead time. Is there any apps or any way to do this? Thanks.

This is possible with an advanced theme customization.
often repurposing a pre-existing newsletter popup or size-chart system etc for the popup/modal/overlay by creating a custom javascript event handler to trigger the popup when a variant added to cart event happens.

Hi Alex - if you're going to go to the trouble of letting folks know products are backordered, it may be worth just going straight to a tool that does back in stock notifications. A lot of stores use ... "Back in Stock: Restock alerts" (not affiliated with them in any way)

Hi @AlexChris - If you want to set clear expectations for your customers who places a backorder, our preorder app (Early Bird) could help.
Not a pop-up notification, but we prominently display the pre-order/back-order info as line items throughout your customer's purchase journey. Not just on the product page.
Your customers will see the info on the product page > when they add to cart > when they view cart > and at checkout.
