Stop checkout when shipping and billing dont match

What is the name of the application to download that will not allow customer to complete purchase if shipping and billing don’t match? I have seen other website not allow customer to move forward with checkout and would like to add this to my store.

I'm not 100% sure this can be done with an app. Wouldn't be the first time I was wrong, though. However, if you're on Plus you can certainly do it by customizing your checkout.liquid file in your theme. If you're on Plus and don't see the file in your theme editor, you can contact Shopify to enable it.
