Suggest items to get to free shipping minimum

Hi,

Before I develop a Shopify app I would like to consult with merchnats, and identify if the problem I think of solving is real.

The problem I would like to validate is, sites that offer minimum free shipping for example 'Get to $49 for free shipping' a shopper adds a $20 item to his cart but abandons it because he couldn't find item/s that would get him to exactly $49 and they were confused and left the site, just because they didn't successfully and easily got to that $49 minimum price.

My assumption is that suggesting an item/s that would get him to the $49 cart size would make that user convert in the same session. 

Would appreciate merchants thoughts.
