Telling me to upgrade from developer account when trying to install and app

I am trying to install Bold Subscriptions app to a store i am developing for a client.

Although it says 60 days free and their support desk say that developers can install to dev sites without cost ... when i install it tells me i must upgrade that store to a paid account?
