Trouble with "Attracting Local Shoppers on Google" Pending Approval

I am having difficulty with trying to get our site approved to "attract local shoppers on Google." The approval has been pending past the normal 3-5 days window, so I was wondering if there could be other factors preventing us from being approved. We do not have our in-person POS synced to the online store to track inventory. I believe our in-person POS is incompatible with Shopify, as it is proprietary software developed by a local in our community and is over 20 years old. Could that possibly be a reason as to why the approval is still pending? If anyone has any other answers or solutions, please let me know. Thanks.
