Truly GDPR compliant cookie banner

Hello all, 

I've been stuck on this for a while - am I missing something? Does anybody know of a free TRULY GDPR compliant cookie banner? I know there are lots of apps in the app store but  I could not find any that is actually GDPR compliant.  Any suggestions are hugely appreciated.
