Want to know about App Creation

Helo sir, I hope you will be fine. Actually I am going to create a shopify app in which i am going to automatically renew merchants payment cards if they expire.
I check your webhooks which you provide. But i want to know. Is there any webhook available in which i can get merchant account card details with merchant permissions? 
if have webhook can you please send me the details? 

I want to access those all merchants details who will install my app in own store. 
I hope you understand my idea and question.
