Webhook endpoints timeout after 1 second?

I am getting occasional timeouts to my webhook endpoints after just 1 second. Even if all I include in the endpoint file is header('HTTP/1.0 200 OK'); it still results in a timeout.

All timeouts occur at exactly 1 second.

I have been over this with my host for hours. We've tried to whitelist all Shopify IP's we could find. We even tried to disable the firewall, but the issue still persist.

This only occurs for some merchants, while others have no issues at all.

Anyone have an idea why that is and how we can fix it?
