Webhooks are not getting created automatically.

I have a Custom App created in your Shopify Admin and i am trying to integrate it with a third-party tool (n8n) that needs to create webhooks. The write_webhooks permission is not appearing in the list of "Admin API access scopes" for my Custom App, even though my app is on the "2025-04 (Latest)" webhook event version.
i created an n8n automation and activated it, it was activated successfully. but no webhook was added in "/settings/notifications/webhooks"
is it necessary for the webhooks to be added in the webhooks section, and what is the solution
