What app can help set exclusive shipping rules for different customer tags?

Hello,

I am trying to find an app that lets me set shipping rules, but also I can set the rule to everyone except X tag.

Example: I offer wholesale and retail. I want everyone except my customers tagged "wholesale" to have $5 shipping for orders under 1lb and $8.50 shipping for orders over 1lb.

I am at a loss on how to do so.
