What's the best app for making your store menu sticky so that when a customer views your store and they scroll down your menu on your home page scrolls down too?

Normally, the menu header (and footer) belong to the theme you are using. Many themes support having the sticky menu as you want.

However, you can give it a try with PageFly to create a custom menu on your own with the Tabs/ Buttons element on one page.
