What speed app and theme does this fast online shop use?

They're using the Impact theme (https://themes.shopify.com/themes/impact/styles/sound). 

As far as which apps they're using -- there's no way to know if they're using some kind of page speed app. Only the store owner would know that, as a pagespeed app would edit the theme's coding, rather than provide an actual functionality that would be noticeable. It's also possible that they've done some custom coding to improve their loading speeds (rather than using an app). 

With that said, there are a number of apps on the Shopify app store which claim to help increase loading speeds though, if you want to give them a try:
