Which app lets you set shipping rates as a percentage of the order total?

I am looking for an app that will allow me to add a percentage of order total for shipping rate (same percentage for all products.) Can anyone point mean a direction of an app that does this?

Sure. I will briefly explain the steps here for your exact usecase.

1. Sync zones from the app settings page.
2. Create a new Shipping rate rule in the app with the the following conditions.
3. Condition: Cart subtotal > 0
4. Match type: All
5. Rate type: Percentage of total price of items satisfying this rule.
