Why am I getting a Facebook admin access setup error on my new page?

Attempting to connect a new Facebook page to my Shopify to get the Pixel created, but it is giving me this message saying I do not have admin privileges, which I have confirmed that I do. I also tried to get the original page/account creator, via logging into the Shopify and doing himself, but he got this same message.

Is there a wait period between page creation and connecting Shopify? I've scoured the web trying to find a solution on this but there are no posts or threads.

**UPDATE: After spending hours on Facebook support live chat and 2 hour phone calls with the support team, the main issue that was making this happen is that a "ghost business manager" was created when I connected the Instagram to the BM. To fix that, I had to change the Instagram account type from professional/business, back to Personal. Then I relinked it from the Meta Business suite.
