Why can't I connect the Facebook sales channel to my store?

I am in a really frustrating loop with Facebook/Instagram.  I've copied the Meta Pixel HTML into my theme liquid and FB says my domain is verified however it will not "connect" to my store because it's saying that I haven't set up the FB sales channel in shopify.  However, the FB sales channel on shopify will not recognize my FB business assets (see attached) they are marked ineligible and it says that I don't have an established presence on instagram?!?  In any case, I can't do one without the other and vice versa.  Please help!  I am so utterly frustrated!  thanks so much for any help anyone can offer!
