Why can't I install my new Shopify application due to error permissions?

good day, I'm new to shopify, I'm doing an integration for the electronic documents part, but when creating the application and requesting permissions, it's not allowing me to install the application and it tells me this inconvenience both in the development store and in the production shop.

I really appreciate anyone who can tell me or help me with the error
