I'm trying to sign into the Shopify app store but I keep getting this message "Unable to authorize access to the specified shop." I'm not
even sure where to begin. I did just re-open my shop though I can sign in everywhere else.

First, can you please check to make sure you're signed into your admin as the store owner? This will eliminate any potential permission issues if there are staff accounts in addition to your store owner login. You can also check to see whether there's a difference between signing in directly on apps.shopify.com or going to Apps > Shop for apps in your admin. After that, here are some other steps you can take:
I'm thinking there might have just been a caching issue in which the Shopify App Store isn't yet recognizing that you reactivated your store. Let me know whether these troubleshooting steps help!

I listed some troubleshooting steps here earlier in this thread. Please let me know which of those steps you've been through as well as what browser and device you're using.
I tested this in Google Chrome 90 and I am able to install apps either through Apps > Shop for apps in my admin or by going directly to the Shopify App Store. Since I'm not able to replicate the issue on my end, this is likely a local browser or network issue.
