Why does TikTok shop only allow purchases via its app for dropshipping?

When I set my TikTok shop up it will only allow people to purchase from the tik tok shop app to tik tok shipping. When I put ship by seller it doesn’t let anyone purchase on tik tok. I am dropshipping.
