Why is my BargainsaPlenty store unavailable for app download?

My store is BargainsaPlenty. When I tried to download an App, I got the rejection, "Sorry, this Store is Unavailable." Why? I already have numerous Apps installed and I am still not Launched!

I have not opened or launched my store yet! (Bargainsaplenty.com). Maybe
that is the problem? Maybe I need to upgrade my plan?

no, it's not issue. you can install any app in development also.
