Why is my custom app returning a 200 success error instead of 201?

i created an app that is getting custom rates through an API but when i try to add carrier service though postman it is returning 200 success error instead of 201 created response.
Can anyone list the reasons for that 
I tried same thing for another store and it worked like charm.
