Why is my public app installation blocked on a partner account store?

I have created a public app. If I am testing it with another partner account store, then the issue is coming.
https://example.com/?shop={storeURL}

When I install the app in my store then I am not getting any issues.  When I am trying to install to another account then the installation is blocked.

My app is a public app. And its listing status is draft.  I have created the app in laravel.

I want to check public installation before publishing the app.
