Given the messaging in the red banner, were you able to reach out to Facebook's support team for further explanation regarding this denial for Instagram Shopping? Since the decision is coming from Facebook/Instagram, it is also best to reach out to their respective team. 

Also, if you haven't already, please also reach out to our Live Support team so they can open up the back-end of your account and look at your Instagram/Facebook channel settings to see how else we can assist on Shopify's end.
