Would like to add terms and conditions check box before "pay now" button

Hello,

I'm looking for an app or another way to add a terms and conditions check box AFTER the customer has entered their shipping and billing information and BEFORE they click "pay now". So far I have only found apps that add the terms and conditions checkbox in the cart page, but I do not want it to appear before they have even started the checkout process.  Can anyone help?
