Not allowed to create any extensions.

When I try to create an app extension in Shopify CLI, I get error:

You have reached the limit for the number of extensions you can create.

I have tested this on a completely fresh app created with `npm init @Shopify/app@latest` and it doesn't matter. I always get this error. It seems like my partner account is not allowed to create extensions. 

Please note I have zero extensions created in my partner account so far.

This does sound like an unusual error - I've flagged this with our team internally and shared the GitHub Issue that you've created too. I'll update here once we've dived into this a bit more.
