Add a new effect , header and logo change colours

Hello  i need help,

I have the dawn theme

And i   want to add a new  design for myheader , i   want the header to be invisible with a white and when i hover on it , it  change  colour to white andthe logo change to black

Like said i want to add a  system where my header is transparent and my logo is  white and  when i hover on  my  header  or scroll down the logo becomes black and the header becomes  white  and make  sure  that  the other objects in the header dont become  invisible .
