Add banner in collection

Is there a way I can insert a banner into a collection, I am thinking a banner after every 8/12 products.

Yes its possible. but can be done using the custom code.

You have to hire a shopify developer for this.

Do you mean a large image in the middle of the collection images? Is it for the collection pages?
