Add upload image feature on the self-serve returns page

Is there a way for a developer to add an "upload image" feature on the self-serve returns page in the new customer accounts? So, before a customer submits a return request, they are asked to upload images of the item that they are returning for our team to review before accepting or rejecting a return request.

Above said feature can only achieved with the help of APP, we can write the custom APP to fulfill this specific requirement.
