Could you please show me how to insert a second separate dropdown navigation with a separate link list on a collection page?

I am also looking for help with something like this. I am currently using the debut theme and want to move some items from nav bar to top banner. I am current using the announcement bar as a "banner" to visually show what I am looking for. I will need to somehow create a banner for the header with these links inside the banner. Any help would be greatly appreciated!

It sounds like you're looking to be able to do one of two things. You're either hoping to create a nested navigation bar, which looks like this:
In which case you can read up on how to set up nested navigation within your Shopify settings. You can build these types of menus by creating and/or moving menu items to "nest" below a top-level or main menu item. The top-level item can have up to two levels of nested drop-down menus.
Or you are looking for a multi-menu option which tends to look more like this:
In which case you'll want to look into utilizing a multi or mega menu app such as Smart Menu. Multi-menu's allows for multi-level dropdowns and unlimited sub-menus. You can also add features such as tabs for your products and featured collections.
