Adding City selection at checkout

Hello can someone please assist me on how I can know how this store has city dropdown list for the country Saudi Arabia. As I have been trying to add it to my store and I don't know how. If there is anyway to figure out how they did it or if they are using an app.

I'm afraid the only way to achieve this is by upgrading to Shopify Plus.

No app or developer can do it without that requirement.

So this website is using shopify plus? Is there a way to confirm that for sure?

Yep, I'm 100% sure they are a Plus store. Since they have a custom code snippet on their checkout page.
