Adding sections or blocks to footer in Dawn OS 2.0

In Dawn OS 2.0, I've created custom liquid sections but would also like to reuse some of them to add to static sections.

• Is there a way to add a section to the footer?
• If not, is there a way to make a custom block so it pops up in the UI when you click on "Add block"? (see screenshot)
• Is there a way to create a new "static" section so it pops up in the UI? ex. adding a Bottom Section that shows up above Footer that will appear on all pages. I am assuming it would be done in the liquid file and adding a "bottom.liquid" file?

*Sorry, don't know if I have options to delete this post so am replying. I was able to get it to work with the theme.liquid file and to create a new section with dynamic blocks.
