Announcement bar and Header Dawn theme

Hi, I've been struggling for a while with the announcement bar and the header. I can't seem to make both of them fixed. Either the header ends up under the announcement bar, or I can't make either of them fixed. Does anyone have a solution?

I saw that there is no header overlapped by the announcement bar. could you please check it again?

That was when I tried to fix the header and announcement bar while scrolling. Now, I’ve set everything back to normal.
