Announcement bar doesn't appear on website [Dawn Theme]

Hi, I want to know if it's possible to show the ''Announcement Bar'' under my Transparent Header. In the Theme Editor i can see it but not on the website as you can see :

I can see the Announcement Bar, there seems to be no problem.

Why can't I see it ? Even my friend can't see it.

We tried Opera GX, Google Chrome, Internet Explorer and nothing have work.

Never mind, we found what the problem was. It was set for International, USA but not Canada and we are from Canada.
